High School Fleet is set in a world where Japan has become a maritime nation where much of the land has been submerged. The story follows the girls of Yokosuka Girls' Marine High School as they train to become Blue Mermaids, maritime safety professionals. Wilhelmina serves as deputy-captain of the Admiral Graf Spee and becomes a tactical adviser aboard the Harekaze. She is a 14-year-old excelling student from a German marine school who disciplines the crew to improve their combat effectiveness. Despite her hot-tempered exterior, she is caring deep down. She shares a close friendship with Kouko Nosa, bonding over their love of Japanese gangster movies, and her relationship with Thea Kreutzer plays a pivotal role in the series' events.
